Morrow & Lamar - City staff presents to Planning and Transportation Committee Nov 1st

City staff will present an update regarding the Morrow Street analysis and other options for east-west connectivity across Lamar at the upcoming City Council Comprehensive Planning & Transportation Committee (CPTC) meeting on November 1st at 2:00 pm, City Hall, 301 W. 2nd Street, Austin, TX.

City staff presented the results of the Morrow Street traffic analysis and neighborhood viewpoints on this issue to the CPTC on May 3rd, 2010. (The traffic analysis evaluated the possible removal of the barrier that currently restricts traffic from moving westbound on Morrow across Lamar, and from turning left onto southbound Lamar. On May 3rd, the CPTC directed staff to convene representatives of the Crestview and Highland neighborhoods, so that each neighborhood could have an opportunity to bring forward other ideas or possible solutions that could address the underlying connectivity and safety concerns raised by each neighborhood. The goal is for the two neighborhoods to work together to find a mutually agreeable solution.

On July 22nd staff convened representatives of the Crestview and Highland neighborhoods to present and listen to ideas and decide if there are any mutually agreeable solutions to address the key connectivity and safety issues raised. Staff provided a professional facilitator to organize and lead the discussion. The outcome of this meeting did not yield any mutually agreeable solutions. Because there was no mutually agreeable solution found, the Crestview and Highland neighborhood representatives understood that staff would be asked to make a recommendation to the CPTC.

On August 26th (Highland) and 31st (Crestview), staff convened each group of neighborhood representatives to understand the ideas and any possible solutions each could offer. No agreed upon solutions were offered at that time.

City staff has further studied the results of the Morrow Street traffic analysis and neighborhood viewpoints, and is preparing a presentation for the November 1st CPTC meeting. Staff is still working toward finalizing a staff recommendation and will provide an update to the CPTC. Please note that this will be a staff update to the CPTC - it is not a public hearing. It will be at the Committee’s discretion as to whether they will take comments from the audience on this agenda item.
