Crestview Neighborhood Planning Contact Team Meeting


The Crestview Neighborhood Planning Contact Team is the organization which makes the official recommendations for any Neighborhood Plan changes (including zoning).  If you or someone you know has an interest in influencing neighborhood plan / zoning changes for the neighbohood, please come to our next meeting.  If you don't participate, you voice will not be heard.

Our next meeting will be 15 April 2013 at 6:30 pm located at the Crestview United Methodist Church, 1300 Morrow Street (off the South East parking lot).

Our agenda will be officer elections and notices. Current available positions are Facilitator, Vice Facilitator, and Secretary.

10-1 redistricting process input through Jan. 11th

City Auditor seeks public input on 10-ONE redistricting process documents

Releases draft Charter interpretations, applications, and timeline for comment

The City Auditor's Office seeks public input on several issues concerning implementation of the 10-ONE redistricting process that will change the way the Austin City Council is elected.

Comments will be accepted through January 11, 2013 on:

The City Auditor’s interpretation and clarification of language in the voter-approved Charter proposition that established geographic representation for City Council.
Applications that reflect input previously received in a public forum.
The timeline to establish the Citizens Redistricting Commission that will ultimately draw the district lines.
The draft documents are available on the 10-ONE Redistricting Portal at www.austintexas.gov/10-ONE.

Comments will be accepted by email at OCA_auditor@austintexas.gov; by phone at (512) 974-2805; or by mail at Office of the Auditor, 10-ONE Process, 301 W. Second St., Austin, Texas 78701.

"We understand the importance of this significant change to the election process for our city," City Auditor Kenneth J. Mory said. "Public involvement is key to its success. The 10-ONE website is a resource for you to participate in the process."

In November, Austin voters approved expanding the City Council from seven to 11 members with the Mayor elected citywide and Council members chosen from 10 geographic districts. Previously, all members were elected citywide.

The first election under the 10-ONE system will be in November 2014, pending U.S. Department of Justice approval of the change in the election system.

Brentwood Park Walking Trail

In October, Friends of Brentwood Park (FOBP) reported that we were in theprocess of applying for a grant from the Austin Parks Foundation for a decomposed granite trail along the border of the park. We are thrilled to report that FOBP has been awarded this grant. With the grant and our individual fund raising, we have already met 89% of our funding needs, but still have $3,000 to go. We would like to break ground this winter or early spring, and we need your help. If just 60 neighbors could donate $50
each, our goal can be met.

The easiest way to donate is by clicking on our website at http://friendsofbrentwoodpark.org/how-to-help/ and follow the link and instructions to Austin Parks Foundation. Any donation through the Austin Parks Foundation is tax deductable.

The trail project is part of the FOBP Master Park Plan. The Master Plan was created to guide projects such as the pavilion and tree planting, which enhance and improve the park for neighborhood use. The Master Plan for the park can viewed at http://friendsofbrentwoodpark.org/.

Public Meeting on Improving Austin Stream Quality - Jan. 8

The City of Austin Watershed Protection Department (WPD), and the Texas Commission on Environmental Quality (TCEQ) and UT Law School need your assistance in publicizing a matter that is very important to the quality of life in Austin, especially in your neighborhood: the quality of our streams.

Your neighborhood is in close proximity to one of the four Austin streams that do not meet state standards for "contact recreation" due to bacterial contamination: Walnut Creek, Waller Creek, Spicewood Tributary of Shoal Creek, and Taylor Slough South. But an effort is underway to develop an implementation plan to solve that by providing a guide for improving the quality of water in these streams.

Feel free to print the flyer if you have an opportunity to post it in your community. This endeavor is limited to these 4 specific watersheds, as represented on the map, so the neighborhood adjacent to yours may not be affected.

PUBLIC MEETING: IMPROVING AUSTIN STREAM QUALITY

The effort will culminate in a recommended implementation plan to submit for approval by the Texas Commission on Environmental Quality (TCEQ).

The first step is to establish a Coordination Committee that will direct development of the plan. Already, over 40 citizens met in November to determine the size of the Coordination Committee (10-15 people) and the interests that should be represented by the committee membership. One of the interest categories needing representation is neighborhood associations and constituents. We need your help in finding one or more persons who can serve on the Coordination Committee as a neighborhood representative for your neighborhood organization.

We're looking for people who can dedicate time (the Coordination Committee will meet over a period of approximately 10 months). We're also looking for people who can communicate effectively back and forth between the neighborhoods and the Coordination Committee.

This public meeting on January 8 will provide more input from the community into the composition of the Coordination Committee. At that meeting, we hope to determine how many of the 10-15 seats will be dedicated to neighborhood representation, and the actual persons to fill those seats.

CNA Monthly Meeting Minutes from 10/08/2012

Crestview Park
Launched survey.  Will announce results in November CAN issue and end mid-December.  150 respondents so far.  95% support a park.  Good input on issues.  Henry Irvine is creating a mock-up of the park.  And adding information from survey.  Letters of support – one page on the website.  Joyce from ANC – next step – to follow-up.  PR request park payment in lieu of park land – TOD and all of Crestview and all parks.  Copy of ordinance of city council for payment in lieu.  City needs a contact person for the park and if dog park need a contact person for that.  Make sure we have team established, plans for park, clean-up, fundraisers, etc.
If dog park, Melissa Zone, volunteers to be dog park person.
Austin Parks Foundatin has grant money.  Trust for Public Lands also has grants.
Affordable Housing – this neighborhood doesn’t have any identified.  Other areas do but not us.  Still researching if developers can identify.  Need to figure out letters of support.  Contact Austin Energy for support.  Work with Austin Parks could she attend out next meeting?

Pursue CPA first then discuss newsletter designer.  Duties for CPA?  Consider membership renewals?  Very time consuming.  AR – collect dues and advertising and can do taxes.
Need to apply for non-profit status.  ANC has an annual meeting to provide information to NAs.  Ask Allandale or Hyde Park who they use?  Deanna and Kat will check.

Requesting $500 from CAN and $3,500 from Violet Crown.  Put in at Burnet at St. Joseph/Morrow area.  Apply to COA to install.
Discussion over budget and earmarking $500 for welcome sign.  If we earmark this, we still have funds for other projects.

Signs – still need to move forward with some signs.  NNO several streets participated.  Consider focusing on most active streets.

Stance on Morrow development.  Major zoning change.  True densification.  Planning committee meeting in Sept.  City Council this Thursday.  PNCT should handle.  President will go to Thursday city council meeting to represent.
Would like to see more positions filled on PNCT.
